To transfer Paypal money to Payoneer you need to use U.S. Payment Service. So it will be counted for $100 threshold. But as I said earlier card to card transfers are NOT.

Normally you can deposit funds to your Payoneer Prepaid Debit Card from your Freelance Online Earning (oDesk, Elance etc.) or any kind of Payments from any US Company or conditionally from the direct deposit from another International Credit Card holder.
You can withdraw funds from your Payoneer Prepaid Debit Card using any ATM Booth in Bangladesh or you can send money to your Bangladeshi Bank Account using Local Fund Transfer.
